RULES & REGULATIONS
- College ID card must be carried and prominently displayed on the dress.
- 75% attendance compulsory (Patliputra University). Shortage compensated only as permitted by HOD, else ineligible for exams.
- Ragging is a criminal offence – strict legal action as per UGC & University guidelines.
- Gender harassment strictly prohibited – dealt as per Vishakha Guidelines (Supreme Court).
- Students must behave responsibly and courteously on campus & beyond.
- Vocational courses: prescribed uniform mandatory.
- Mobile phones prohibited in class. If activated, phone seized & student reported to Principal/HOD.
- Tobacco Free Zone – violators punished.
- No meetings inside campus without Principal's consent.
- Littering with plastic on campus is strictly prohibited.
SCHEDULED CASTE / SCHEDULED TRIBE (SC/ST)
SC 15% ST 7.5% 22.5% of total seats (interchangeable if necessary). The candidate must possess a caste/tribe certificate in his/her own name at the time of registration and admission.
The caste certificate should clearly state: (a) name of caste/tribe, (b) whether SC or ST, (c) district and State/UT of usual residence, (d) the appropriate Govt. of India Schedule under which the caste/tribe is approved.
Valid original certificate must be produced at admission. The following are empowered to issue SC/ST certificates:
- District Magistrate / Additional District Magistrate / Collector / Deputy Commissioner / Addl. Deputy Commissioner / Deputy Collector / First Class Stipendiary Magistrate / City Magistrate / Sub-Divisional Magistrate / Taluka Magistrate / Executive Magistrate / Extra Assistant Commissioner
- Chief Presidency Magistrate / Presidency Magistrate
- Revenue Officer not below the rank of Sub-Divisional Officer
- Administrator / Secretary to Administrator / Development Officer (Lakshadweep Islands)
No certificate from any other person/authority shall be accepted. Candidate’s caste/tribe must be listed in the appropriate Govt. of India Schedule.
Colleges are statutorily obliged to fill all seats reserved for SC/ST. Any deficiency in language knowledge shall be addressed via remedial classes (UGC grants).
ECONOMICALLY WEAKER SECTIONS (EWS)
EWS 10% As per State of Bihar reservation increase (9 November 2023). With existing 10% EWS quota, the effective total reservation stands at 75%. The main beneficiaries are EBC and OBC, with quota raised from 12% to 25% and 8% to 18% respectively.
OTHER BACKWARD CLASSES (OBC, Non-Creamy Layer, Central List) & EBC
OBC 27% seats reserved for OBC (Non‑Creamy Layer, Central List). At admission, college ensures the caste is included in the Central List of OBC (notified by Ministry of Social Justice, available at ncbc.nic.in).
Certificate must mention non‑creamy layer status (issued by authority as per DOPT O.M. 36012/22/93-Estt. (SCT) dated 15.11.1993). OBC candidates belonging to Non‑Creamy Layer and whose caste appears in the Central List only are eligible under OBC category. Validity of non‑creamy layer certificate per O.M. 36036/2/2013-Estt.(Res-I) dated 31 March 2016 – certificate should be issued after 31st March 2022.
EBC 25% OBC (increased) 18% – EBC quota raised from 12% to 25%, OBC from 8% to 18% as per November 2023 amendment.
